Proposal to support the regional innovation in Northern Hungary Region, in Northern Great Plain Region, in Southern Great Plain Region, in Central Hungary Region, in Central Transdanubian Region, in Southern Transdanubian Region and in Western Transdanubian Region.

1. Objective and justification of the Call

The direct objective of the Proposal is to support the innovation initiatives of micro- and small-sized enterprises and to stimulate both the demand and the supply sides of innovation services.

2. Activites eligible to be supported

The subsidization aims at covering the costs of purchases and services of defined type, connected to the realisation of innovation projects, furthermore, at fulfilling the relevant claims.

The subsidization can be exploited for the activities listed below:

a) purchase of the know-how (intellectual product) needed for the realisation of the innovation idea,
b) making use of any R&D service,
c) making use of any incubation service (only for new enterprises, or for starting a new line of business!),
d) making use of technological background services needed for producing, testing, certifying a prototype,
e) making use of project management services,
f) making use of any innovation marketing service,
g) completion of feasibility study to promote the improvement of the innovation project,
h) completion of market research and market survey studies,
i) completion of marketing study,
j) making use of technological consulting,
k) making use of consultancy about protection of industrial law and copyright,
l) making use of consultancy about entrepreneurial management,
m) making use of consultancy about productivity,
n) audit of novelty and patent research,
o) domestic copyright protection registration of patent, trademark, usage and design *

Except item o), subsidy can be granted only for services available in the region. If there is no service demanded in the region available, specific exemption from this liability might be issued, according to the subsequent decision of the Subsidy Donor.

3. Eligible applicants

Every micro- and small-sized enterprise– settled in Hungary with or without legal entity – having site in the given region and undertaking to realise the project in the given region is entitled to be subsidized. Application must be submitted independently.

4. Financing

To the debit of Research and Technology Innovation Fund (hereinafter: the Fund), for the period from 2005 to 2007, the National Office for Research and Technology (NKTH) offers 5,000 Million HUF, in words: five billion HUF to all the Hungarian regions.
Of which, 1,700 Million HUF is available in 2006.

5. Expected number of projects to be supported

The number of the applications to be subsidized in compliance with the Call for Proposal is expected to be between 200 and 2 500.

6. Form of project funding, duration of the project

The form of the subsidization is final allowance without repayment obligation. The type of subsidy should be regarded as “de minimis” with maximum 24 months duration time. The size of the financial support pro project is minimum 2 million HUF, maximum 25 million HUF.

7. Evaluation and selection criteria

The aspects of the assessment of the applications in compliance with formal requirements and the scoring are as follows:

A. innovation content of the project (0 to 30 points),
B. professional and technical feasibility of the project (0 to 30 points),
C. reasonableness of the estimated purchases, orders and services, reality of their planned costs (0 to 20 points),
D. social/economical importance of the innovation in respect of the enterprise, the entrepreneurial circle, the business field and the economy of the region (0 to 20 points).

An application can be awarded a maximum of 100 points. Granting of subsidy is conditional upon of the total score of at least 75 points, and in every criteria of the evaluation the awarded part-score must achieve a minimum of half of the maximum points.
