National Innovation Office is responsible for managing OECD co-operation in the field of Science and Technology (S&T). Governance of the S&T field belongs to the Directorate for Science, Technology and Industry (STI) in the organisation of OECD.

NATO has evolved considerably over the course of its existence. Its membership has changed, as has its role. A new Strategic Concept is being prepared, but it is believed that the new concept will be one that evolves from the old concept, given the known thrusts and orientations of NATO today.

COST is an intergovernmental framework for international co-operation in national research activities in Europe. COST creates scientific networks and enables scientists to collaborate in a wide spectrum of activities in research and technology. COST actions consist of basic and pre-competitive research for peaceful purposes as well as for activities of public utility. Scientists propose the new actions, which makes COST a field for new and emerging topics. The concept of COST meets the growing demand for international co-operation, multidisciplinary research, complements the European Union Community Programmes and forms an important element in the European Research Area. COST has developed into one of the largest frameworks for research co-operation in Europe and involves nearly 30000 scientists.

After Hungary joined CERN in 1992 the Hungarian CERN Committee has been established by the Hungarian Government to keep up contacts with the CERN Council and to act on behalf of the Hungarian interest in the course of the Hungarian activity at CERN.

The execution of the bilateral intergovernmental agreements on co-operation in S&T is regulated by the Decree of the Government No 3061/91. According to this decree, the agreements are prepared and concluded by the Ministry of Foreign Affairs, whereas their implementation is the responsibility of the National Innovation Office (NIH). The NIH has been responsible for planning and implementing the Hungarian science and technology policy, for the competition based research and development programmes and for promoting the international science and technology co-operation of Hungary, including EU-related research matters.
